Posted June 2, 2018. First you have to train the Elite Spec using Hero Points as for every other ability and trait already. You get 10HP for every HoT or PoF Hero Challenge.After that you have to select the Elite Spec as bottom (!) (aka: third) trait line. Now you should have access to all the abilities, weapons, traits and alike.
Absolute swiss-army spec. Good solo potential and strong in groups because it has support capabilities (Leader of the Pack trait, room to fit in a spirit) while doing good DPS. This is true for both the condi and power variations. However, in harder group events a good, decked out support can be a game changer.

591. Posted August 14, 2018. To unlock scourge you need every other base trait line and utility skills unlocked. (You need hero points) Once you have all of them, you can start unlocking scourge. As soon as you unlock it you will get the base torch weapon. The elite which you're asking of, is the last skill to lvl up in the scourge trait line.
Guild wars 2 is content starved. It has a lot to do, the issue is it take so little time to complete it gets burned through in a week. This was the issue with PoF. And to have some incentive to go out and do something outside of the monotony would be good.
