If you can get to the customer view and then click on the ticket number, then it opens up the ticket with the scroll and you can edit. One way to get to this view is through the email that is generated and it's a link towards the bottom that says "View Request". Like.
For Jira Server : According to [JRASERVER-9380] external links to open in new window the feature has been implemented in Jira Server and Data Center version 8.4.0. However, due to a bug this still does not work for links in custom fields. The bug is tracked as: [JRASERVER-70096] External links in custom fields of type URL don't open in new tabs. Problem should clear up. This works for me, thank you. If you have open several tabs and do not want to close them but can accept browser restart then what also worked for me was: Deleting Cache and restarting Chrome/MAC device did not resolve the issue for me. Can scroll in all other Tabs except Jira.Could be something specific about the chrome build for linux, but I don't think it's a linux issue, otherwise copy/paste would be broken everywhere. I suspect Jira is using some kind of libraries that the chrome/linux build isn't handling correctly, or Jira isn't handling correctly, that's resulting in this behavior.
