Rust and corrosion are not good conductors of electricity, bad enough for DC Analogue locos, but a really big issue for Digital DCC locos where the quality of the electrical signal on the track is imperative. . Even if you get rid of the rust, the steel will be pitted. Pitting attracts more dirt and grime which also acts as an electrical insulator.

The Scalextric power base should have two red wires and two black wires that feed to the rails of the two lanes. The two red wires are joined together in the powerbase (ie common). To do this simply reverse the bend in the track a little at a time and a bend at a time until the track is visibly flat again. The most common problem then is that the vertical sides of the steel track rail bend outwards and block the slot in the track. This is remedied by pushing the bulge back out of the way with a flat blade screwdriver.

Also be aware that the track does not always lay flush to each section at the side of one another so take care when lining up the sections to match one another.
