It's a Pegasus vehicle. You call Pegasus to spawn it. Once spawned you can fly it into your hangar to make it a personal aircraft while still being able to call Pegasus to spawn another generic one. Once in your hangar the only modification you can make to it is respray. Consensus seems to be a call to Pegasus.
Lazer is more mobile and sleek when flying, it lacks VTOL mode that the hydra has though. Both have the same armaments as well. Unless you're willing to waste 6 million dollars for mobility, the hydra is just better to get. Hydra have more armor and it faster than Lazer, but Lazer have better acceleration.

no. In the 360 version of the game you were able to go to the garage in single player and use all the cars from multiplayer. Why can't you do that on the Xbox One version? I think it's because most of the stuff from multiplayer on launch was available in the singleplayer.
This question has already been answered so I'll just add one thing that's kinda fun to do. If you have a runway, or long stretch without traffic to work with, you can take off the Hydra like a plane by keeping the right analog forward a couple of seconds but not retracting the wheels or pressing (x).
Not really as there are better vehicles than it, the starling has the tightest turning radius and really good machine guns along with more armor, the bombs and missiles make it just as deadly against ground targets as the explosive cannon too. I honestly find the hydra better. Not sure why so many ppl prefer the lazer.

Yes it can spawn next to you if you are at a location where it spawns. And have the vehicle registered as a personal vehicle in a hanger. For example at the horse track is 1 spawn location. If you stand next to it and request your hydra from interaction menu it will spawn next to you. That was an old glitch, useful but I think rockstar patched it.
