Citroen reckoned that having a badly working adiglu system was bad enough. A ghost story was circulated ' non operating adiglu systems ' replace the cap, not the tank/pump. It saved them a fortune on recalls/repairs. That's why you cannot get a diesel Cactus (or any) diesel non commercial Citroen passenger car.

The system requires a minimum of ~3.75L to reset. I'm sorry, I misinterpreted your post, assuming that 4L filled it. If that had been so it would indicate an issue. The tanks apparently have a capacity of 17L, so, yes, a fill of 16L would indicate that the tank was close to empty, and hopefully the warning should clear quickly.

The Adblue counter does not need resetting as it should go awaywhen the tank is topped up. I don't know whether it is actually possible to reset the conter any other way.
